Times are changing rapidly. Local councils are being challenged to assess whether they are equipped to meet the challenges that lie ahead. The role of the Clerk is similarly being challenged with a move away from the traditional administrative function to a managerial one, requiring at least an understanding of the many specialist roles played by other professionals.


In the foreseeable future, Clerks will have that managerial responsibility for the only tier of local authority able to use the much heralded Power of Well Being without limit. So whilst the Summer Seminars will be looking at some awkward questions for the sector, it is also appropriate the challenge the role of Clerk as being fit for purpose.


The Institute of Local Council Management is establishing the formal professional core within the sector, facilitating and rewarding educational and training achievement, in the same way as other professions. The Institute is proud of the links that it is forging with the University of Gloucestershire. The courses in Local Policy form the cornerstone of educational achievement for Clerks. The Institute considered that it was important to uniquely require sector specific qualifications in order to join.


The cost is £35 for the day for Institute members and £45 for non members. It includes a buffet lunch and refreshments. For those who may be staying for the Summer Seminars or those who want to stay and join us, there will be an Institute Dinner in the evening which will be charged separately.
