Your New Professional Development Scheme

As of the 1st November 2017 the Institute will be merged back into one body with the Society. You are still able to apply for Member or Fellow level of the Institute until the 1st November but from this date you will automatically be moved to the new Professional Development Scheme.

Why are we changing the scheme?
The Institute of Local Council Managers (ILCM) or ‘The Institute’ was established in 2007 as an add-on to SLCC membership. Members who wish to join the Institute pay an additional annual fee and join in one of four levels of membership, (Student; Member; Fellow; Retired) dependent on their qualifications and experience.

Institute members are required to undertake ongoing training (measured by CPD points) in order to continue in membership.  ‘Members’ and ‘Fellows’ of the Institute are entitled to use the letters MILCM and FILCM respectively.
At the EGM in June 2016 your Society agreed to cease being a trade union and a separate trade union (the ALCC) was formed.  One of the consequences was that your Society could give greater emphasis to promoting the professional training and development of clerks which in turn meant that there was less need for a separate Institute within the Society.  

The Institute has therefore been considering its future role within the Society and has agreed that it should be merged back into one body with the Society.


What does the new Professional Development Scheme look like?
The new scheme will ensure that greater importance is given to training and development within your Society by creating two new membership levels, Principal and Fellow, which require compulsory CPD points to apply for.

Therefore, your new levels of membership will be:
o    Full Member
o    Principal (New)
o    Fellow (New)
o    Past Service Member
o    Affiliate Member


What are the benefits of becoming a Principal member?

  • Members are entitled to use the designated letters ‘PSLCC’ after their name and their name will be published on the SLCC website during their membership to confirm their status.
  • Members will receive a £20 training voucher to use against any SLCC CPD course or training event within the year of their membership. This will only be available to members who renew for a full year, if a member upgrades to Principal or Fellow level after their renewal date they will not receive the training voucher.
  • Members can use the designated ‘Principal member’ logo on their CV and job applications.
  • Members will receive a ‘Principal member’ pin badge to wear at events and training.
  • Members will receive four Professional Development, news bulletins offering the latest training news, advice on gaining CPD points and support with professional development.
  • Members will have automatic membership of the International Institute of Municipal Clerks (IIMC).

What are the benefits of becoming a Fellow member?

  • Members will be entitled to use the designated letters ‘FSLCC’ after their name and their name will be published on the SLCC website during their membership to confirm their status.
  • Members will receive a £30 training voucher to use against any SLCC CPD course or training event within the year of their membership. This will only be available to members who renew for a full year, if a member upgrades to Principal or Fellow level after their renewal date they will not receive the training voucher.
  • Members can use the designated ‘Fellow member’ logo on their CV and job applications.
  • Members will receive a ‘Fellow member’ pin badge to wear at events and training.
  • Members will receive four, Professional Development news bulletins offering the latest training news, advice on gaining CPD points and support with professional development.
  • Members will have automatic membership of the International Institute of Municipal Clerks (IIMC).


How can I become a member of the new Professional Development Scheme?

The criteria for becoming a Principal member is:

Passed the Certificate in Local Council Administration (CiLCA) or its equivalent using the CertHE at Level 4 of:
•    Local Policy
OR
•    Community Engagement & Governance
OR
•    Community Governance
OR
•    the Certificate in Local Council Administration Parts 1 & 2 before 1993 

AND

The achievement of 18 CPD points per annum.



The criteria for becoming a Fellow member is:

Route 1

Passed Foundation Degree in Community Engagement & Governance
OR 
the Foundation Degree in Community Governance  
OR  
the Diploma of Higher Education in Local Policy

Plus 5 years’ relevant sector experience and made a significant contribution to the sector.

OR

Route 2
Passed the Certificate in Local Council Administration (CiLCA)

Plus a relevant other qualification at level 5 or above

Plus 8 years’ relevant sector experience and made a significant contribution to the sector.

The member would also require achievement of 24 CPD points per annum

 

When will the new scheme be available and how do I apply?

The new levels of membership will be available from the 1st November 2017 and you will be able to apply for Principal or Fellow membership in the usual way here.
 
As the new levels of membership require achievement of CPD points, you will need to ensure your CPD log on ‘Your SLCC’ is maintained and reaches the amount of points required for that level of membership.

Example – I am a full member of the SLCC but not currently a member of the Institute. My full membership is not due for renewal until the 1st August 2018, can I apply to be a Principal member?
Yes, you can apply to upgrade your membership on www.slcc.co.uk and your additional membership cost will be calculated for the months you have remaining until your renewal date.


How much will my membership cost?
To apply for Principal or Fellow membership the applicant also needs to apply for full membership of the Society. Click here to view the full member subscription rates.

In addition to the full membership the cost to become a Principal or Fellow member are:

Principal Membership - £50
Fellow Membership - £75


I am a current member of the Institute, what will happen to my membership?
From the 1st November, all existing Institute members will be transferred to their relevant membership level.

All members of the Institute will shortly receive an email communication detailing their new membership and the process of moving to the new scheme.


I am halfway through my membership, can I upgrade to become a Principal/Fellow member?
Yes, if you are a full member of the SLCC you can upgrade your membership to Principal or Fellow at any point. Your additional membership subscription will be based on the full months remaining until your membership renewal. This ensures that your membership renewal date stays the same.
