The thousands of parish town and community councils across England and Wales vary immensely in terms of size, activity, community involvement and approach. One thing that they have in common is the commitment of their officers.

Increasingly, those officers and others who work in direct support of the sector need to be professional, not only within their immediate role but also with the daily engagement of stakeholder bodies across the sector.


Many opportunities exist for a council to develop the way in which it serves the community. It is equally important that development opportunities exist for officers and it is appropriate for the skills of officers to be properly recognised.


Professionalism has always been a cornerstone of the Society of Local Council Clerks. The Society feels that the time is now right for that professionalism to develop within a more formal structure. As with other professions, there is a need for that Continuing Professional Development to be measured and positively acknowledged.


The Institute of Local Council Management has been established to support that development and not to rival the Society (indeed it is an initiative of the Society) and to further recognise the need for continued professional growth. It will seek to:

  • increase its members’ credibility and status within the wider local government network;
  • Work closely with the University of Gloucestershire to provide academic qualifications tailored to the needs of the profession;
  • create initiatives aimed at the sharing of good practice between members;
  • establish a dedicated journal/ information source and/ or an area on the SLCC website and
  • provide networking opportunities for members;
  • offer conference and course discounts.

The Institute wants YOU to be a member. It wants clerks and other officers across the sector to be members. It has established 5 levels of membership and two entry routes. Principal and Fellow levels also requore significant contributions to the sector to be demonstrated.

 Associate  Passed 5 modules Local Policy Certificate of HE  Pass CiLCA
 Member  Passed 5 modules Local Policy Certificate of HE + 3 years qualifying experience or Local Policy Certificate of HE  CiLCA + 5 years qualfying experience
 Principal  Local Policy Diploma of HE + 5 years qualifying experience + significant contribution to the sector
 CiLCA (or 5 modules Local Policy Certificate of HE ) + 10 years qualifying experience + alternative qualification at level 4 or above + significant contribution to the sector
 Fellow Local Policy Honours Degree + 6 years qualifying experience or Local Policy Degree + 8 years qualifying experience + significant contribution to the sector  CiLCA (or 5 modules Local Policy Certificate of HE) + other degree or equivalent level 5 qualification + 15 years qualifying experience + significant contribution to the sector or Local Policy Diploma of HE plus 10 years qualifying experience + significant contribution to the sector


To join you will need to have passed CiLCA or five modules of the Local Policy Certificate of Higher Education and be committed to CPD.  Student membership is available to individuals registered for CiLCA or Local Policy courses

The higher the grade of membership, the higher the level of qualification and experience that is required.


WHO WANTS TO JOIN?
Clerks do - In the 2006 Terms and Conditions Survey, 75% supported the idea of the Institute. In a recent survey 92% respondents supported the creation of the Institute.


WHY DO THEY WANT TO JOIN?

  • Opportunity to increase credibility and status within wider local government network;
  • Join as a Founder Member and the admin fee of £15 is waived;
  • Opportunity for Critical Friend Reviews with other Institute members;
  • PLUS many other benefits


CAN OTHER OFFICERS IN THE SECTOR JOIN?

Yes - they are welcome to if they meed the entry criteria


ALTERNATIVE ARRANGEMENTS IN WALES
As CiLCA is currently not available in Wales, Student membership will also be available to those who have registered for WWYC and submitted at least one section. Other levels of membership will require completion of WWYC. Those members will be expected to pass CiLCA (Wales) wtihin 2 years of its introduction.
