Course Overview:

We all wonder what to do with it! This course helps you to select the essential and the non essential paperwork as well as explain what to include in all your information from writing minutes, and reports to disclaimers and press releases. Useful for everyone in local councils, whether officer or member.

Who should attend:

  • Town, Community and Parish Town Clerks
  • Other personnel within the council responsible for any hard or soft copy documents.
  • A great refresher for new and existing Clerks.
     

Course Content:

  • The Legal Basis for Local Councils - Freedom of Information 2000, Data Protection Act 1998, Local Government Act 1972
  • The Information Commissioner – what is notification, and why we need to notify.
  • Freedom of Information – the publication scheme and sensitive information. Who can ask for what.
  • Practical aspects – our notice board, our offices, our minute book
  • What we must display and what we need to include in our Minute Book. How we should write our minutes.
  • Paper retention – how long do we keep papers, and where should we keep legal documents. Minutes and financial papers, cemetery records, staffing records, VAT and Inland Revenue items and so on. Deeds and leases. The importance of a Paper Policy
  • Archiving – how and where to store items
  • Electronic communication – content, signatures and legal commitment
  • Handling the Press – the press release

About the trainer:

Bruce has been a Parish Clerk for over 32 years having just retired from three small Parish Councils one being Bleadon Parish Council where he has been for some 26 years. In addition he has been serving East Huntspill Parish Council and Puriton Parish Council for 11 years and 10 years respectively. Currently he is the Parish Clerk to South Petherton and Town Clerk to Shepton Mallet Town Council.

He is a Past President of the Society of Local Council Clerks 2010/11 having served on its National Executive Council and as Cabinet Member for a number of years. Currently he is Chairman of the Somerset Branch of Town and Parish Clerks and the County Mentoring Officer. He is CiLCA Trained and holds the Certificate for the Power of Well Being. He gained a 2.1 Bachelor of Arts Degree in Local Policy with the University of Gloucestershire in 2010. From this he continues to act as an Employment Support Officer and runs Training Courses for both SLCC (Society of Local Council Clerks) and SALC (Somerset Association of Local Councils).

Bruce holds Fellowship Membership of the Institute of Local Council Management and is a Master Municipal Clerk with the International Institute of Municipal Clerks. In May 2015 he was sworn in at the Hartford Connecticut IMMC Conference as one of two Regional Board Directors for Region XI. Region XI representing clerk organisations outside North America

He is married to Ann who between them has 5 children and 7 grandchildren. He thoroughly enjoys family life and his outside of work activities includes his local Church Scouting and Masonry.


Delegate fees:

If your Clerk attends, subsequent bookings for the same course from members of the council may attend at the member rate.
