Programme and Partnership Management

Town and parish councils can do so much on their own account but will often find it necessary to work in partnership with other bodies to achieve all that is required in their local area.  This may apply whether meeting their own aspirations for local improvement, or taking on assets or services from district, county or unitary councils, or facing any other issues and opportunities that require a combined effort.

This 60-minute webinar looks at practical steps towards managing a programme of larger regeneration-style projects and services and identifying and managing partners to help with delivering the targeted outcomes.  Topics covered will include:

  • Assessing local requirements
  • Determining what help is needed from other bodies
  • Bringing identified organisations into a partnership
  • Clarifying and agreeing partnership objectives
  • Developing and agreeing a programme of work to meet these objectives
  • Skills in managing programmes and partners successfully

In terms of a regeneration programme, key tasks include:

  • Setting SMART targets (specific, measurable, agreed, realistic, time-related)
  • Appraising projects and services to help reach those targets
  • Fitting them into a practical programme timeline
  • Managing resources to secure programme delivery

Depending on local circumstances, partners can range widely across:

  • Other councils with statutory responsibilities and powers
  • Other organisations with a common interest in your area
  • Owners of key sites and facilities
  • Providers of funds and resources
  • Providers of vital skills and expertise

The webinar covers all these topics and more, and engages participants through key questions like:

  • What are the key requirements and opportunities for your area?
  • Which ones do you think you would need help with?
  • Who would be the obvious partners to include?

About the trainer:

Andrew Maliphant, B.A. (Hons), Dipl. Soc. Sci., CiLCA      

The webinar will be led by Andrew Maliphant, a qualified parish clerk and trainer who has over 25 years’ experience in delivering community-based local regeneration. (If you would like a more detailed webinar on a specific regeneration topic, please let us know).

Andrew has been the part-time parish clerk at Longhope, Gloucestershire since September 2012, and also carries out consultancy work under the banner of The Community Works. 

He has worked in the public, private and voluntary sectors, and has over twenty-five years’ experience in regeneration programme and project management, in both rural and urban areas.  He has successfully led teams in community-based regeneration in market towns, city centre and the urban fringe, in all of which he developed and delivered partnership projects with community groups and outside organisations. 

Andrew describes what he does as “Helping People to Help Themselves”, with particular reference to improving the place where they live or work.

Since publishing his Local Regeneration Handbook (Sage Publications October 2017 – available from the SLCC bookshop) Andrew has continued to share and develop good practice through networking, published articles and training courses.  His people skills and varied work experience make him very comfortable working with new groups and individuals, and he is very happy to talk to any parish, town or community council – or other local group - about their plans and concerns for the future.
