Hours: Permanent Full-time contract 37 hours pw worked flexibly to include some evening and occasional weekend working

Location: Based at The Folk Hall, Portishead in North Somerset

Plus: Up to 29 days annual leave plus statutory public holidays and generous local government pension scheme

Portishead is a town of 27,000 people which has grown enormously over the last 20 years.  The local precept raises £850,000 pa.

The Town Council vision statement is “Creating a Modern Town of the Future” and is organised into three strategic themes

  • Wellbeing: To facilitate a flourishing and active community of people, an organisation working together to improve health and wellbeing.
  • Prosperity: Supporting a thriving business community, connected with each other and with the town.
  • Environmental sustainability: covering the attractiveness, biodiversity and accessibility of the town’s green spaces as well as energy efficiency, waste reduction and community transport.

The Town Council sees itself as a facilitator for the community and exists to improve the quality of life for all the residents of Portishead. The council is run as a business on behalf of the residents, with a focus on efficient operations, high quality services and effective outcomes.

About You

The role will suit a proactive, open-minded, and resourceful individual who is enthusiastic about making a difference and achieving results for our residents. The successful candidate must have exceptional management and motivator skills and be a leader and a team player.  You will be able to inspire others and bring an ambitious approach to this position. To be considered for this position you must have:

  • A consistent record of service improvement and change delivery achieved in a leadership position, gained in a public or private sector organisation.
  • Experience of developing an organisational culture that is committed to strong performance and delivering high quality services.
  • The ability to build effective relationships with stakeholders, including partners, public agencies, communities, voluntary bodies, and statutory authorities.
  • Confidence acting as a role model, and the energy to inspire staff at all levels.

Ideally you will be CiLCA qualified, although consideration will be given to those part way through the qualification, and those with relevant experience who are willing to work towards achieving the qualification within two years of commencement in post. The Town Council will candidates needing to achieve the qualification with study leave and by fully funding the study programme. CiLCA achievement attracts an additional increment on the pay scale.

The Role

The core purpose of the role is:

  • To implement the decisions and policies of the Council within the scheme of delegation
  • To oversee the operational management of the Town Council.
  • The Town Clerk will carry out the statutory duties of a Proper Officer as required by the Local Government Act 1972, guiding, and assisting the Council in the fulfilment of its legal obligations. Portishead Town Council already has in place a Responsible Finance Officer who will undertake all duties required of that position and who will report to the Town Clerk.

Other duties of the Clerk are to oversee the following on behalf of the Council:

  • Strategic Development of Services for the Community
  • Management of the Parish Council’s Operational Business
  • Project Management
  • People Management
  • Asset Management
