Summary Description – The Town Clerk and Responsible Finance Officer (RFO) will be the Proper Officer of Yarm Town Council, and under a statutory duty to carry out all of the functions of the Council including the serving and issuing of legal notices, ensuring that the administration and management of the council’s affairs are conducted effectively within the required legal framework. The post-holder will be responsible for ensuring that the instructions of the Council in its function as a local authority are carried out.
The Town Clerk and Responsible Finance Officer (RFO) is responsible for policy provision and legal advice to the council, for the efficient financial management of the council, and for providing administration and management of the council’s activities, forward planning, and projects. The Council has an annual budget, with reserves, and is subject to local government accounting procedures. An important part of the role is responding to resident enquiries, relationships with community partners and working in close liaison with town councillors, delivering the projects and tasks that result from council decisions, in support of their work for the town and its residents. Taking the initiative in day-to-day delivery and management is equally part of the role. The Town Clerk has overall responsibility for operations, ensuring effective management of council sites, assets and activities, which include: Willey Flatts and Snaith’s Field play areas/parks; Yarm Cemetery and Chapel; St Mary Magdalene Enclosed Cemetery; Town Hall and Heritage Centre; YTC Allotments (over 2 sites); The Rookery; Floral Displays and Benches around the High St.; A Programme of Town Events.
