Wales Report recommends compulsory training for councillors and mandatory qualified clerks

The Independent Review Panel established by the Wales Government last year to review the future of town and community councils, has published its outline findings and draft recommendations. They include:

  • Universal coverage of local councils with suitable capacity and capability
  • All clerks must hold a professional qualification and CiLCA should be the expected minimum
  • A mandatory core package of training for all councillors as a requirement for acceptance of office and repeated regularly

The draft proposals were presented last week at an information meeting in Llandrindod Wells. The Panel will now refine its report, which will be presented to the Cabinet Secretary in October. Ed Humphreys, Town Clerk to Newtown and Llanllwchaiarn TC and member of the SLCC, will be explaining its findings in a special article in the November edition of The Clerk magazine.
