David Mears FSLCC and Dr Carlton Brand join SLCC Community Governance Team as Module Tutors

SLCC are delighted to welcome David Mears FSLCC, Town Clerk to Bridgwater Town Council in Somerset, and Dr Carlton Brand, FRSA, a retired engineer, non-exec director, coach, trustee and governor at Wiltshire College and University Centre, as Community Governance module tutors.  

Both David and Carlton have a wealth of experience within the local government sector.

David started his career in the local council sector in 2008. He has worked for several town councils both as a permanent town clerk and as locum clerk and RFO. In addition to his current role as town clerk to Bridgwater Town Council, David is a Certificate in Local Council Administration (CiLCA) trainer for Somerset Association of Local Councils (SALC). David has a particular interest in local government legislation and project management. He graduated from the SLCC Community Governance course in 2023 and is due to start the SLCC MA in Public Leadership course in April 2024.  

Carlton moved into the local government sector as a Corporate Director at St Edmundsbury Borough Council, before moving to Wiltshire County Council leading on unitary implementation. He was Executive Director for resources and transformation; place-based services; adult social services and public health. He held the statutory posts of Head of Paid Service, Director Adult Social Services and Electoral Registration Officer & Returning Officer for all elections. He has also been Programme Director at Somerset County Council. Carlton holds a BA (Hons) in Business Studies, MSc Advanced Automotive Engineering, Manufacture and Management and a Doctorate in Engineering. He is a Level 7 qualified executive coach and programme and project manager and a Fellow of the Royal Society for the Encouragement of Arts, Manufactures and Commerce (FRSA).
