Employment Allowance – Are Council’s Entitled?

1 April 2022

A reminder that parish, town, and community councils, as public authorities, are not entitled to Employment Allowance.

Employment Allowance is a National Insurance relief that allows small businesses, charities, and community amateur sports clubs to reduce the employer’s NICs that they pay. Details are available at Employment Allowance: What you’ll get.

When you set up Real Time Information (RTI) software such as basic PAYE* Tools, the system asks you if you want to claim Employment Allowance. Public authorities, including parish, town, and community councils, are not entitled to claim Employment Allowance so they must answer ‘No’.
