Course Outline

  • The Law and compliance: Local Authorities Cemeteries Order 1977; Registers and Plans; Burial and Memorial Rights; Shallow Graves; Registration Certificates; Exhumation
  • Using the law to solve common problems – BS8415 for the installation of Memorials; BRAMM Blue Book
  • Granting and Transferring Rights of Burial – getting it in context: benefits from having a proper system, does the Funeral Director need to be involved, legal documents statutory declarations, content: how to gain the information required, drafting the declaration, obtaining the signatures required, interactive session: examples and working through some scenarios

About the Trainer

David McCarthy FICCM(Dip)(Hons) ICCM Technical Officer, Institute of Cemetery & Crematorium Management

David has 26 years experience of the management and operation of cemeteries and crematoria working for 20 of those years for the prestigious City of London Cemetery and Crematorium where he held the position of Cemetery and Crematorium Manager. He is a Fellow and Life member of the Institute of Cemetery and Crematorium Management.

David was appointed Technical Services and Guidance Manager in 2008 joining a small team of experienced cemetery and crematorium personnel who deliver training, offer consultancy and supply management placement around the country.

David was responsible for the development of the EROB Training Scheme which shows cemetery professionals how to correctly and legally Grant, Exercise and Transfer the Exclusive Rights of Burial. For this important work David was awarded Fellowship of the Institute.

David retired from full time working for the ICCM in December 2013 but continues to work for the Institute in the delivery of Exclusive Right of Burial Training, Customer Care Training and Cemetery Compliance Training.

Tim Morris, FICCM(Dip), FSBP Chief Executive, Institute of Cemetery & Crematorium Management

Tim has 33 years experience of the management and operation of cemeteries and crematoria in both the public and private sectors. He is Fellow and Life member of the Institute, a Fellow of the Society of Bereavement Practitioners and holds the ICCM Diploma.

Since Tim’s appointment in 2001 as Chief Executive of the ICCM the board of Directors has taken the Institute forward to the position it now finds itself in, as the leading organisation for all issues relating to cemetery and crematorium management. He has overall responsibility for the Institute’s education and training programmes and the provision of best practice guidance, implementation of policy and legal and technical advice to cemetery and crematorium practitioners at all levels.

Tim represents the ICCM on the Ministry of Justice’ Burial and Cremation Advisory Group and its sub-groups relating to management, training and the reuse of graves. He also represents the Institute on the National Death Certification Steering Group and the Infant Cremation Commission established by the Scottish Government where best practice guidance is being developed. The Institute is a founder member of the British Register of Accredited Memorial Masons scheme where Tim represents the Institute’s on the management board of this organisation.

He was responsible for the development of the Cemetery Operatives Training Scheme; the first approved scheme to provide a suite of City & Guilds accredited training courses for cemetery operatives and is the author of the Code of Safe Working Practice for Cemeteries.

Outside of the Institute Tim is a Trustee for the Burial and Cremation Education Trust, a registered charity.
