This is training for those who have passed CiLCA pre-2012 and are eligible to undertake section LO7 in isolation in England.

The training will cover the general powers available to their council (other than s137), and provide guidance relating to learning outcome 7 of the CiLCA portfolio guide.

Eligibility to take section LO7 in isolation:

(Applies to England Only)

  • If a clerk holds the CiLCA prior to 2012 or AQA then LO7 in the CiLCA Portfolio guide must be passed as a stand-alone module in order to exercise the General Power of Competence.
  • If the clerk holds the tailored qualification from the University of Gloucestershire (but not AQA/CiLCA), section LO7 in the CiLCA Portfolio guide must be passed as a stand-alone module in order to exercise the General Power of Competence.

If you do not hold any qualifications presently you are required to pass CiLCA in its entirety.

About the Mentor

Elisabeth was appointed the Academic Leader of the Society in 2012 after 22 years as a lecturer at the University of Gloucestershire where she was Course Leader for the higher education qualification for clerks.  For the Society, she has overall responsibility for ILCA, CiLCA and Community Governance delivered in partnership with De Montfort University.  On behalf of the Improvement & Development Board for the sector she helped to create CiLCA and has been training CiLCA candidates for the Gloucestershire Association of Parish and Town Councils for many years.  She was awarded an MBE for her services to the local council sector in 2019.
