CiLCA Portfolio Course

This is a training course for clerks, deputy clerks and other council staff in England, who wish to obtain their CiLCA Level 3 qualification.

The Building your CiLCA portfolio course sessions will be webinar based and delivered over 6 webinar sessions, once a month throughout the year.

Time: Each session will be from 10:00am – 12:00pm

Cost

Members: £250 + VAT
Non-members: £300 + VAT

Please note that the above cost is for the CiLCA Portfolio training course only and not the CiLCA qualification.

Students must register for the CiLCA qualification separately and the registration fee is £410.

We recommend registering for the CiLCA qualification once you have attended at least the first session of the training course.

Joining instructions will be sent to you 3 weeks before the event and your invoice will be sent before the event. We advise that, on receipt of the joining instructions, you are liable for any fees incurred in order to attend the event.

Course content

The content of the course webinar sessions is based on CiLCA 2021 syllabus which trainers adapt to meet local needs.
Each of the webinar sessions is 2 hours in length and will cover the individual units for CiLCA in succession. The course covers the following areas of CiLCA:

  • The EMMA ePortfolio system
  • Background to each unit and learning outcome in the CiLCA Portfolio guide giving you a broad knowledge of all the aspects of the clerk’s work
  • Evidence required to build your ePortfolio for the CiLCA qualification.

You will need to complete a CiLCA training needs analysis and return it to [email protected] prior to the first session.

Meet the Trainer – Bruce Poole BA (Hons) FILCM MMC

Bruce has wide experience in the second of his two careers the first running a management company for 35 years and the second in the  first tier of local government both as a Town and Parish Clerk spanning some 30 plus years. He is currently the Clerk for Bleadon Parish Council where up to 2015 he had served for some 26 years. Now having returned by invitation. In the intervening years he has undertaken the role of consultant on numerous occasions when various councils have required a new direction.

He is a Past President of the Society of Local Council Clerks 2010/11 having served on its National Executive Council and as Cabinet Member for a number of years. Currently he is the Mentor of the Somerset Branch of Town and Parish Clerks previously serving as Chairman for 14 years. He is CiLCA Trained and holds the Certificate for the Power of Well Being. He gained a 2.1 Bachelor of Arts Degree in Local Policy with the University of Gloucestershire in 2010. From this he continues to act as an Employment Support Officer for AALC and runs several Training Courses for both SLCC (Society of Local Council Clerks) and SALC (Somerset Association of Local Councils).

Bruce holds Fellowship Membership of the Society of Local Council Management and is a Master Municipal Clerk with the International Institute of Municipal Clerks. He had the honour of serving the IIMC as its Regional Director in 2015-17. Currently he is a committee member of the IIMC Membership and Mentoring Committee

He is a passionate believer in seeing clerk colleagues suitably qualified especially with CiLCA and the Local Governance Degree. He will do all that he can to see that both new colleagues to the sector and those of some long standing are given every support and encouragement to aspire to these very commendable aspirations.
