Overview

This webinar will provide an introduction to the statutory duties and powers of local councils in England and Wales, that permit a council to act in a multitude of different ways for the benefit of its community.

We will clearly distinguish between duties and powers; examine some duties and specific powers more closely, and consider ways in which the council can delegate its power to make decisions. Finally, we’ll review useful general powers including s111, s137, and the General Power of Competence that allows the council to be truly innovative.

About the Trainer

Elisabeth Skinner is now a Senior Support Tutor for those undertaking the Community Governance qualifications delivered in partnership with De Montfort University, and a CiLCA recognised trainer.

After 22 years as a lecturer at the University of Gloucestershire, Elisabeth was appointed the Academic Leader of the Society from 2012 – 2023 where she had overall responsibility for the SLCC qualifications.

She helped to create CiLCA for the sector on behalf of the Improvement & Development Board.

She was awarded an MBE for her services to the local council sector in 2019.
