Overview

This webinar will provide an introduction to the statutory duties and powers of local councils in England and Wales, that permit a council to act in a multitude of different ways for the benefit of its community.

We will clearly distinguish between duties and powers; examine some duties and specific powers more closely, and consider ways in which the council can delegate its power to make decisions. Finally, we’ll review useful general powers including s111, s137, and the General Power of Competence that allows the council to be truly innovative.

Elisabeth Skinner was appointed the Academic Leader of the Society in 2012 after 22 years as a lecturer at the University of Gloucestershire.  She has overall responsibility for ILCA, CiLCA and Community Governance which is now delivered in partnership with De Montfort University.
