Neighbourhood planning in a climate emergency

Neighbourhood planning gives powers to local communities to develop and adopt their own planning policies so that they can shape and influence how their area develops. Once adopted, neighbourhood plan policies have the same status as policies developed by local councils, and there is huge potential to include locally relevant climate change mitigation and adaptation policies. The changes we will all experience as a result of climate change mean that any plan made now that does not consider climate change and energy as central themes will simply not be fit for purpose.

This webinar will look at the best climate change mitigation and adaptation policies from neighbourhood plans which have been adopted across the country, and will explore topics which we recommend addressing in “climate proofed” neighbourhood plans, including: sustainable buildings, sustainable energy, sustainable transport, biodiversity and extreme weather.

The webinar will also explore approaches to community engagement which integrate climate and sustainability issues to help plan for resilient, sustainable neighbourhoods and demonstrate a mandate for ambitious local policies.

About the Trainers

Dan Stone (MRTPI), Senior Planner

Dan is a qualified planner with 19 years of experience, including working for various local authorities and in consultancy / renewable energy development roles. He has a strong understanding of sustainable energy developments throughout the planning process, and provides specialist advice to community groups developing renewable energy projects. Dan also has a good understanding of heritage issues in energy retrofits of historic buildings, and has co-written technical advice for Historic England.

Prior to joining CSE, Dan was responsible for the majority of renewable energy planning applications in Bath and North East Somerset, as well as influencing / helping to develop planning policy guidance on renewables in green belt areas and on sustainable design and construction.


Graham McGrath, Neighbourhood Planning Officer

Graham joined CSE in 2018 to deliver low carbon and renewable energy planning policy advice and support for local and neighbourhood planning projects. He also works on wider sustainable energy research, community energy development, and social research programmes.

Prior to joining CSE, Graham worked in a consultancy role providing environmental planning and social sustainability services, including considerations relating to climate change adaptation and mitigation. Graham’s wider consultancy experience also focused on environmental assessment and community lead conservation projects.
