The government has now issued its response Danny Kruger MP’s 2020 report, Proposals for a New Social Covenant. The report was based on a series of proposals to sustain the community spirit seen during the coronavirus pandemic via a social covenant (a deal with communities). The government response addresses its recommendations, some of which have been carried forward in the Levelling Up White Paper (e.g., a review of neighbourhood governance, new models of community partnership) and also recognises that: ‘Local community organisations and town and parish councils often have a close understanding of what their communities require and can design and deliver services which best meet those needs.’
