Clerk and Proper Officer to the Council

Stratton St Margaret Parish Council are recruiting for a permanent Clerk and Proper Officer to the Council. Stratton St Margaret is one of the largest Parishes in the UK with an annual precept of £1.3million and has nearly 23,000 residents. The Council holds 2 x allotments, 2 x burial grounds, a Library and a Community Hall along with 10 play parks and 200 acres of land. The Parish Council also hosts regular community events and has a council or committee meeting almost weekly. The Council has 19 councillor seats and 21 employees.

The core duty of this role is for the Clerk and Proper Officer is to act as Head of Paid Service for the Council, implementing the decisions and policies of the Council within the Scheme of Delegation. To oversee the operational management of the Parish Council. Carry out the statutory duties of a Proper Officer (as required by the Local Government Act 1972), guiding and assisting the Council in the fulfilment of its legal and financial obligations. Other duties of the Parish Clerk are to oversee the following on behalf of the Council:

  • Strategic Development of Services for the Community
  • Project Management
  • People Management
  • Management of the Parish Council’s Business
  • Strategic Planning
  • Economic Development
  • Asset Management

To apply for this role, you will need to have previous experience in Local Government and hold a Certificate in Local Council Administration (CiLCA) as a minimum. You will be qualified to degree level and have high level/advanced computer literacy skills including Microsoft Office. There is the requirement for the successful applicant to have a deep understanding of Local Government legislation and for this reason previous experience of being a Parish or Town Clerk is required as is previous experience of operating at Senior Management level.
