Job Summary 

Applications are invited for the position of Clerk and Responsible Financial Officer to Upton Parish Council. This is a permanent, part-time position working from home, with attendance to monthly meetings.

Upton is an historical  area of Northampton, with an exciting future. Although the developments are all but complete, the Parish has projects and objectives to both lead and support the community for those that live, work and visit.  The Clerk provides administrative support to the council, closely supports the Chair in the running of meetings and advise the council on policy and legislation to enable effective decisions to be made.

We are seeking someone who is committed to improving the community, guiding the Council through delivering  exciting projects, a number of pending asset transfers and to raise the awareness of what the Parish Council does with increased community engagement and feedback.  UPC will support your development and training.

A Certificate in Local Government Administrations (CiLCA) qualification, or equivalent, with  previous experience working in local government and living in or close to the  Upton area  would be  advantageous but are not essential, If you think you have most of what we need, please do apply or reach out for more details.

Key Responsibilities 

  • Fulfilling the statutory roles of Proper Officer and Responsible Financial Officer
  • Preparing agendas, attending meetings, taking minutes, advising Councillors on procedural and legal matters, and progressing actions, as well as keeping policies and procedures under constant review
  • Handling all incoming and outgoing correspondence and acting as the first point of contact for residents / community groups
  • Managing the Council’s finances (Precept £62,978) – Settlement of invoices, VAT reclaim, budgeting, bank reconciliations, financial monitoring and reporting, preparation for internal audit and completion of year end procedures
  • Coordinating and submitting responses to planning applications
  • Supporting the Council to deliver community projects
  • Development of a long term Parish Plan
  • Uploading statutory information to the Parish website and notice boards. Along with some use of social media and other channels

Terms and Conditions

Pay Band: SCP2 24-28 (£33,024 – £36,648) (pro rata) plus Local Government Pension Scheme–Starting salary  depending on qualifications and experience.

We also pay a working from home allowance – £100 per quarter/three months

Other reasonable expenses allowable subject to approval
