About Us: Eastleigh Town Council was established in May 2022 and has been under the guidance of an Interim Town Clerk. It has a population in excess of 20,000 and has 17 elected Councillors serving 5 wards. The Council is currently responsible for 6 allotment sites with various outbuildings.

As we continue to evolve and grow our services for the residents of Eastleigh through asset transfers, we are now seeking a dedicated full-time Town Clerk/RFO to join our team. This role involves working 37 hours a week, including evening meetings and occasional weekend commitments for public events. Currently, this position allows for remote work with meeting attendance required at our Eastleigh location.

The Role: As the Town Clerk, you will play a pivotal role in working collaboratively with elected members to shape and execute the Council’s vision. Your responsibilities will encompass providing strong and inclusive leadership, steering strategic management direction, and ensuring legal compliance in employment matters. You will also oversee a small but expanding team, ensuring high-quality service delivery.

Key Responsibilities:

  • Ensure the Council is compliant with Local Government Law
  • Collaborate with elected members to set the Council’s direction, taking prompt actions following decision-making processes.
  • Initiate and oversee new projects, ensuring they are delivered within established timelines and budgets.
  • Provide exceptional leadership and vision to the Officer team, fostering a culture of continuous improvement and innovation.

Qualifications and Requirements:

  • Demonstrated extensive leadership and financial experience.
  • A solid understanding of local government law and practice.
  • A degree-level education.
  • Hold a Certificate in Local Council Administration (CiLCA).
  • A minimum of five years of relevant experience.
  • Financial experience (FILCA) desirable
  • Exceptional Social Media and Website skills.
