The Council

Ottery St Mary Town Council is situated in the heart of Devon –  six miles from Sidmouth and 12 miles from Exeter.  It is a small market town with a number of independent shops. The council normally has 11 elected members (we are currently in the process of co-opting an eleventh member). The next elections will take place  in 2023.  The council has a large property portfolio including Allotments, Museum, Youth Centre, Cemetery etc . We have a  population of  approx. 9,000 inhabitants, which is growing due to  housing development. The staff currently consists of a Chief Executive Officer (`CEO`)/RFI and an administrator/receptionist.  However there are plans to increase staffing levels further.

The Role

The Deputy Chief Executive Officer (`DCEO`)  role is required  to enable the council to deliver its objectives by assisting in the delivery of the “business as usual” busy workload and to allow capacity to support its  work and its up and coming projects. The post will be interesting and challenging in its variety and a flexible approach is essential. This varied hands-on role will involve you in all aspects of clerical and council work, and you should have excellent analytical and critical thinking abilities, the ability to multitask, prioritise, and manage time efficiently and be comfortable in both a leadership and team-player role.  You should be accurate and precise with good attention to detail and demonstrate excellent IT Skills.  The DCEO will prepare to assume the post of the CEO  in the future, and alongside his/her duties will shadow the CEO to gain knowledge of all aspects of the CEO`s work. This will enable a smooth transition from DCEO to CEO at the appropriate time subject to the council  being satisfied with the performance of the DCEO over the preceding period of his/her employment.

Currently the Council Offices are closed to the public.  There has been a mix of home working and office working by employees, and this will continue for the foreseeable future.

Pay Grade LC2 SCP 19 – 28 (£25,481-£32,234)

Hours: Full Time (37 Hours per week)
