Salary: SCP 24 (£29,174) to SCP 28 (£32,798) depending on experience

Hours: Monday – Friday – 37 hours per week, preferred. Usual hours 8.30 – 4pm, but flexibility essential. Attendance required at evening council meetings

Location: Dartmouth Guildhall Offices, Victoria Road, Dartmouth


Purpose of the job

  • To deliver council projects and contribute to the development and implementation of council strategy, forward planning and the exploration of opportunities.
  • To manage a small team of office staff and deputise for the Town Clerk in their absence.
  • To manage council committees, ensuring that business is conducted efficiently and that council decisions are fully implemented.
  • To help build strong relationships between the tiers of local government and with other stakeholders for the benefit of the community.
  • Ensure the Council complies with relevant legislation, regulations and adopts best practice and considers environmental implications.

Key responsibilities of the post 

  • To maintain an awareness/overview of issues affecting the Town Council and be prepared to deputise for the Town Clerk in their absence, whether planned or not.
  • To work as required on a range of specific development tasks, as agreed with the Town Clerk, to deliver elements of the Council strategy and specific projects.
  • To manage meetings of the Council and Committees as required. The role includes participation in agenda formation, the drafting of papers for committee, making arrangements for meeting administration, with minutes available not later than five working days after the meeting.
  • To work as required on the implementation of council decisions.
  • To undertake day-to-day line management and supervision of administrative staff within the Council structure and achieve objectives agreed with the Town Clerk.
  • Conduct regular reviews and appraisals of staff reporting to you.
  • To participate as required on activities arising from the day-to-day operation of the Council including dealing with council members and members of the public in person, by telephone and online
  • When required by the Town Clerk, to act as a representative of the Council with the District Council, County Council, national agencies and professional bodies and other local stakeholders and recognised organisations.
  • To work in support of the Town Clerk to deliver a comprehensive communication process including maintaining and enhancing the website, posting on social media, ensuring that it acts proactively to deliver regular messages to the community about the activities of the Council.
  • To contribute to an effective programme of community engagement by progressing and analysing consultation responses and representing the Council on community partnerships.
  • To support the procurement process by researching and evaluating potential new suppliers, tendering, and managing supplier contract.
  • Provide finance support to the Responsible Financial Officer, ensuring adherence to financial regulations and input into the annual budget setting process.
  • To take every opportunity to develop your personal skills and expertise to build your CiLCA portfolio or meet annual CPD requirements.

General

  • Any other duties the Council may consider appropriate to the post.
  • To attend such conferences, seminars, meetings or training courses as appropriate and as required by the Council.
  • The Town Council may wish from time to time to amend this job description.
  • The Deputy Clerk will be expected to develop their personal skills in local council management and complete a portfolio leading to the award of the CiLCA qualification.
