Hours: 37.5 hours per week (evening meetings also required for which time off in lieu will be given)

To help it achieve ambitious targets, Fleet Town Council is offering a unique leadership opportunity for the right individual.  This dynamic, apolitical and comparatively recently formed (2010), Council is seeking to appoint an innovative, forward thinking and proactive Executive Officer who will help lead it through a period of exciting change.

Operating within the Hampshire County Council area, Fleet Town Council’s Vision is to be: ‘’A welcoming, sustainable, inclusive and environmentally ambitious town, looking to the future with a strong, healthy, active and diverse community, which responds positively to change.’’

The Council agreed its Vision in October 2023 and will deliver this through the following headings:

  • Supporting our young people
  • Providing ambitious opportunities for leisure, culture and wellbeing
  • Promoting a safer environment for residents and businesses
  • Developing engagement and information sharing
  • Supporting our vulnerable and elderly
  • Being environmentally conscious and promoting green initiatives
  • Delivering strong governance effectiveness and improved facilities
  • Generating wider social value for the town through partnerships

With a population of over c25,000, Fleet in Hampshire, is embarking on a new chapter in its history centred on several significant projects that are key to the economic development of our town. These projects include the management of a major refurbishment of our much-loved multi-purpose community, arts and entertainment centre, The Harlington, with its vibrant events programme.

The Council is looking for applicants who may come from a range of different career backgrounds, including Project/Programme Management, Operations Management, HR, Construction, Military, Marketing or Finance and, of course, Local Government! Specific experience of leading large development projects would be valuable.

Equally important will be change management and people skills.  The Council is looking for a team player and team builder with a track record of people development where change is enthusiastically embraced. The Certificate in Local Council Administration (CiLCA) is a qualification designed to demonstrate the competence of individuals in areas of knowledge and skills applicable to a local council and the successful applicant, if he/she does not already hold this qualification, would be expected to gain it within two years of their appointment.If you have the enthusiasm, vision and commitment to help lead this dynamic Council into the future, manage a budget of £2.1m and inspire a multi-disciplined team of staff, we would very much like to hear from you.

Abilities sought:

The person taking up this critical role will be expected to demonstrate the following abilities:

  1. To demonstrate strong management skills that will focus on the development of the Town Council’s multi-disciplined team of staff and ensure they have the opportunities and abilities to reach their potential and grow their skills
  2. The skillset and enthusiasm to manage large and complex projects on behalf of the Town Council
  3. To provide inspiring leadership in the strategic management of the Town Council and to advise the Council on all matters, help to develop policies and strategies and ensure the legality of all decisions.
  4. To deliver, in line with the direction given by the elected Councillors, high quality, value for money services which meet the needs, aspirations and expectations of Fleet’s residents, workers and visitors
  5. To actively foster and develop relationships with third party organisations of all types, including other tiers of Local Government, neighbouring Councils and the voluntary sector, to enhance the image of Fleet, its community and the Town Council.

To develop and deliver a communications strategy that ensures the voice of the community of Fleet is always listened to by the Council and the work of the Council is communicated to residents
