Job Title: Finance Officer & Deputy RFO

Reporting to: Head of Finance & Responsible Financial Officer

Contract: Permanent

Hours: 37 per week

Location: Chippenham Town Hall

  • All Heads of Service
  • External partners and consultants

Main Purpose of Role:

To work with the Head of Finance to support the delivery of an effective finance service, ensure that the department meets all statutory requirements and operates in line with agreed processes.

Main Duties and Responsibilities

  • Deputise for the Head of Finance & RFO as required.
  • Produce reports to be presented to the Corporate Management Team including the monthly management report.
  • Assist the Head of Finance & RFO with preparations for the annual budget.
  • Analyse the budget to explain and interpret variances and forecasts.
  • Provide information on financial matters to staff and Councillors.
  • Cover the responsibilities of the Management Accounts Finance Officers as required, including:
    • Sales ledger
    • Bought ledger
    • Cash book
    • Ordering
  • Sign off invoices and the purchase ledger.
  • Liaise with Internal and External auditors answering questions and providing information as required.
  • Be proactive in identifying and investigating any irregularities or areas where savings could be made, and report accordingly.
  • Develop financial processes and procedures in collaboration with the Head of Finance & RFO.
  • Check credit control and supply information on debtors and creditors.
  • Oversee bank reconciliations.
  • Perform VAT accounting entries, payments and reconciliations and prepare journals.
  • Visit the Stanley Park site on a weekly basis to support its operation, with particular emphasis on the bookings system and invoice generation.
  • Assist the Head of Finance & RFO with treasury management.
  • Assist the Head of Finance & RFO with payroll and pensions as required.
  • Work with the external and internal auditors on audits and year end accounts.
  • Work with the Head of Finance & RFO to develop and implement a centralised procurement system.
  • Maintain and update a database of leases for the Council’s property and assets.
  • Be a secondary point of contact for insurance matters.
