Shinfield Parish Council is seeking to appoint a new Parish Clerk and Responsible Financial Officer.

Based at: School Green Centre

Reporting to: Shinfield Parish Council

Hours per week: 37 hours per week (including regular evening and weekend working)

Salary: SCP 42 – 45 (£45,859 – £49,213) pay award pending


Shinfield is a large parish within the county of Berkshire, just south of Reading and incudes the hamlets of Ryeish Green, Spencers Wood, Three Mile Cross, Shinfield Village, Grazeley and Shinfield Rise. The Council currently manages and supports a range of public facilities and services including events, allotments, street furniture, and the brand new community building known as School Green. The Parish Clerk is the senior executive officer of the Council and works closely with elected members to develop and deliver council strategy and services.

This vacancy comes at an exciting time for the Parish. The Council has a number of major projects that it wishes to deliver. The development of the School Green Centre into a thriving community space is one such project and the new Parish Clerk will play a key role in the success of this venture.

With all this in mind, Shinfield Parish Council is looking for the right candidate to take the organisation to its next level of development. The new Parish Clerk will be required to oversee the ambitious and exciting development projects in train, act as an effective advocate for the Parish and bring rigorous and inspiring leadership to the staff and strategic management of the Council.

Whilst preference may be given to candidates with local government experience, council are open to the background of the applicants provided the candidate can demonstrate relevant transferable skills at a senior level in staff leadership and financial management. Ideally you will possess the Certificate in Local Council Administration (CiLCA) qualification (or equivalent) as a minimum or be willing to achieve it within 18 months of appointment. An accountancy qualification would also be an advantage but is not essential.
