Parish Clerk & Responsible Financial Officer

Clanfield Parish Council is recruiting a Clerk & Responsible Financial Officer to start from the beginning of April 2023 or as soon as possible after that date.

We are looking for an experienced person within the Local Council Sector and preferably holding CiLCA or prepared to obtain this within one year of appointment.

This is initially a 30hr post and is based in the Council Office at The Clanfield Centre.

Clanfield Parish Council has 10 Councillors. Its employees are the Parish Clerk who is the Council’s Proper Officer and its Responsible Financial Officer and a part time Assistant Clerk / Open Spaces Officer. The Council also recruiting a part time General Maintenance Officer and a Digital & Communications Officer.

During the course of the year, the Council has 11 scheduled Council meetings – one meeting per month except August – and the Annual Parish Meeting which is held in April.  There are four committees – Finance & General Purposes, Planning, Property Management and Community & Environment.

The Council now owns and manages over 20 hectares (50 acres) of land and property in eleven locations within the Parish and this will increase by about another 2 hectares (5 acres) when two junior football pitches are acquired, in 2023. The portfolio includes 4 children’s playgrounds, sports fields, park land (within which the Council will be forming two wildflower meadows this year) and two major community facilities. These are The Clanfield Centre which is a 1,000 sq m (10,000 sq ft) community and sports centre, and the operators are Community First, and a Bowling Green and Sports Pavilion at Down Farm Park which is let to Clanfield Bowls & Sports Club. The Council also manages 51 allotment plots on two sites.
