Carlton Parish Council represents the village of Carlton, which is in the District of Selby, North Yorkshire, but close to the border with East Yorkshire. It has an excellent road network with access to the M62, M18 and A1. The village has a good community spirit and is growing rapidly. The parish council is increasingly proactive and has a good balance between experienced councillors and new councillors, all of whom are supportive and keen to contribute to the improvement of their parish.

The parish council are seeking to appoint a person who is highly motivated, able to work on his/her own initiative, and has excellent communication and time management skills as their clerk and RFO.

It is essential that candidates have experience and knowledge of working with local councils. A Qualification in the Certificate in Local Council Administration (CiLCA) would be desirable however, a contribution towards the cost of achieving the qualification maybe considered by the council should the preferred candidate not currently hold it or be working towards its completion.

The role includes the day-to-day administration and finances, as well as completion of the Year End accounts and other statutory documentation, for the council. The clerk/RFO will work closely with members of the council, other Statutory Bodies, Stakeholders, and members of the public.

The person must be computer literate, with experience of Microsoft Office, and the remote platform Zoom. The person must be flexible and willing to work evenings and weekends on occasion. Currently evening meetings are held via Zoom however, physical meetings will re-commence when the Government lifts the lockdown and the meetings are held in the village.

The salary is paid in accordance with the National Joint Council (NJC) Pay Scales (18 to 22) which is £12.98 to £14.05 per hour, with annual incremental increases, depending on performance and qualifications. The person will be employed to work 40 hours per month.
