Lydiard Millicent Parish Council has a vacancy for a Parish Clerk/RFO. The post requires a self-motivated person with sound administrative skills, personal qualities of integrity, discretion and impartiality and an ability to get on with people.  With a working knowledge of local governance and/or public sector administration.

Lydiard Millicent is a village within the Royal Wootton Bassett and Cricklade Community Area, the Parish Council has eleven members and raises a precept of £65k.

The successful applicant will be responsible for managing Council finances, assisting and advising the Council in all aspects of local government administration and ensuring compliance with legal and financial obligations. The successful applicant will have good Microsoft Office and numeracy skills and preferably experience in book-keeping.  They will also be responsible for managing the Parish Council assets which include the Jubilee Club House, Recreation Field, Play Area and Cemetery

The Clerk manages two part time staff – a Parish Handyman (10 hours per week) and an Administrator (5 hours per week)

The role of Parish Clerk is part time, 20 hours per week. The salary will be commensurate on skills, experience and qualification in line with the NALC (National Association of Local Councils) pay scale SCP 13-23, currently (£13.97-£16.67 ph) and will be dependent upon qualifications and experience.

Experience in Local Council Administration is strongly desired. A Certificate in Local Council Administration is desirable but not essential, there will be a requirement to attain this qualification within an agreed period. Training will be provided and supported.

Working hours are flexible but must be available for Council meetings (first Thursday of each month in the evening). The successful applicant does not have to live in the Parish, the role is mainly home based, however, there is a requirement for weekly attendance at the Parish Office and to attend meetings in the Parish.
