Town Clerk and Responsible Finance Officer

Place of Work: The Parish Rooms, Victoria Road, Earby BB18 6US.

Hours: 16.5 per week plus 3 per month for attendance of monthly meeting, a total of 75 hours per month. Council meetings are held on the last Monday of the month except for Bank Holidays.

Normal office hours are 3 x 4-hour days and 1 x 4 ½ hour day, by mutual agreement – the extra ½ hour one day a week is for website and social media upkeep. Plus 3 hours once a month for the evening council meeting – an additional ½ hour pay will be made for this.

These hours may increase to 22 per week (Total 99 per month) dependent on workload and by mutual agreement of council and clerk.

The post is not superannuated.

Applications are invited for the position of Town Clerk and Responsible Finance Officer to be responsible for the effective management of the council’s resources and ensuring that the council complies with its statutory and audit responsibilities, managing the administration, personnel and finances of Earby Town Council.

The post is part time and includes attendance at the monthly evening meeting.

Applicants will need to evidence that they have significant leadership, organisational and financial management skills.

The successful candidate will:

  • be a confident communicator, who is able to multitask with close attention to detail in all their work.
  • have proven experience in administration, a good understanding of local government and strong communication IT and Financial skills;
  • a CiLCA qualification is required or a demonstrated commitment to work towards the qualification;
  • be familiar with accounting practices in either a detailed or supervisory role and have a record of proven, effective management of staff;
  • be able to demonstrate experience in project management, with a track record of balancing multiple projects an advantage;
  • be forward thinking and proactive
