SLCC is pleased to see that the Terrorism (Protection of Premises) Act 2025, commonly known as Martyn’s Law, has received Royal Assent today. This landmark legislation aims to enhance public safety by mandating improved security measures at public venues and events, thereby reducing the risk of terrorist attacks.
Helen Ball FSLCC, Vice Chair of the SLCC Board, who has been actively involved in shaping the legislation to address the needs of local councils, expressed her support: ‘Throughout the development of this Bill, we’ve been closely engaged with its authors, making sure the voices of local councils were heard. We’re pleased that many of our concerns have been addressed, reducing the burden on smaller councils. Now, we’re focused on helping parish, town, and community councils prepare to meet the upcoming requirements.’
SLCC will collaborate with the Security Industry Authority (SIA) to support town, parish, and community councils in implementing the new requirements. This partnership will ensure that local councils are equipped with the necessary tools and knowledge to comply with Martyn’s Law, fostering a safer environment for all.
Martyn’s Law, named in memory of Martyn Hett, who tragically lost his life in the Manchester Arena bombing in 2017, represents a significant step forward in protecting the public from the threat of terrorism. The Act introduces proportionate and practical measures, including a tiered approach to security based on the size and capacity of venues.
SLCC is committed to working closely with the SIA and other stakeholders to ensure a smooth transition as the legislation comes into force. Together, we will provide guidance, training, and resources to help local councils meet their new responsibilities and enhance the safety of their communities.
