SLCC is delighted to announce the publication of The Finance and Governance Toolkit for Community and Town Councils (Wales) and encourages clerks to use this practical tool with their council.
Jointly developed by SLCC, OVW, and Welsh Government and supported by commentary from Audit Wales, the toolkit has been designed to support all councils in Wales to meet their statutory responsibilities, have strong financial management and governance, and to deliver the best outcomes for their communities.
The toolkit has been designed to support councils to review the financial management, governance, and accountability arrangements they have in place and consider how effective these arrangements are, and how they might be improved.
It is made up of a Health Check to assess whether fundamental governance and financial management arrangements are in place and a Self-Assessment to reflect on how the council is operating, managing its finances, and governing itself. The toolkit helps councils think through how they are working for, and with, the local community, to achieve the greatest impact for their area.
