SLCC and National Association of Local Councils (NALC) Meeting with Barclays to Discuss Mandate Change Issues

To assist members and councils with ongoing issues experienced with Barclays Bank, Jane Olds PSLCC, SLCC General Advisor, Chris Borg, NALC Policy Manager and Cllr Keith Stevens, NALC Chair, met with various Barclays teams on 22 September 2023.

The following key matters were raised and discussed:

  • Issues surrounding mandate change requests resulting from historical banking administration errors
  • A lack of a single point of contact within the bank for assistance with queries and requests
  • Issues around access to electronic mandate forms
  • A lack of understanding within the bank of defined parish council roles, in particular clerks as administrators and councillors as authorisers

Barclays had noted that they are putting procedures in place to mitigate these issues and have recognised the need for clerks to be primary council contacts. They also assured everyone at the meeting that if the council has electronic banking, it will be possible to view their current mandate online.

NALC suggested that they would create a ‘banking’ page on the NALC website with information about who to contact.
